One finding clarified is that the number of students has increased sharply in some of the districts with closed schools; this necessitates con- struction of a new elementary school building on the site of the closed school. In contrast, other school districts are rapidly advancing with reuse of sites of closed schools by adopting a new proposal system, established by the city of Kyoto, in which sites are leased to the private sector for the next 60 years. Addi- tionally, case studies imply some school districts have revitalized their local communities and rediscovered the cultural value of former elementary schools through creative self  governing activities or arts and culture.
