But they have seldom been satisfied with their achievements and 'practically useless English' has become a term which the Japanese self-disparagingly have been casting on themselves. Against the backdrop of the situation a new project of teaching English in primary schools has come up and the pros and cons are batted back and forth. This article, composed on the basis of precise inspection of the debate and taking the side of the project, deals with broader aspects of the whole education as well as the English one.},
